RECOGNIZING that the United League of Nations is quite disorganized.
ALSO RECOGNIZING that this disorganization has lead to the passing of important legislature without a vote from all nations that it effects.
NOTICING that debates and votes held on the forums are much more organized than those held in the NationStates forum thread.
HEREBY REQUIRES that all members of the United League of Nations join the Proboards Forum, and that all new members must create an account after approval of initial application to become full members so that:
1. The goings on in the ULN will be more organized and easier to access.
2. All nations can have a say in issues that may effect them.
3. Important ideas and issues are not lost in the other posts in the NationStates thread.

Great, but hard to enforce, I recommend that this only apply to new members though, for logistics sake.

If necessary, I'd personally send telegrams to each existing member nation that isn't a member nation and ask them to register on the forums.

I agree with this also. Most of the ULN members are active on NS but not in the ULN, let alone the forum.

Don't require, ask. Strongly recommend, firmly advise, but never instruct. It will deter members. Aside from that, it's a good idea, and one I wholeheartedly agree with.
