I think that a system of debate should be introduced so that opinions can voiced in a clear, simple, and organized way. I would propose the following system be put into place, resembling the value/criterion, Lincoln-Douglas debate.
Example resolution
Resolved: The ULN ought to use political parties to boost member activity.
To offer your opinion use the the following format,
