UNDERSTANDING that voting is essential to the ULN.
NOTES that the voting system is unregulated and relies only on a simply majority.
FURTHER NOTES that this could lead to the misuse of power within the ULN.
HEREBY
MANDATES all bills to be submitted as drafts for 24 hours before a poll is opened and it becomes a proposal. To allow for editing of the drafts.
ALSO MANDATES all bills to be open for a vote for 48 hours before the poll is locked to allow all members time to vote on the proposal.
CREATES a quorum number of votes on all bills before they are passed. This number shall be 1/10 of all current members of the ULN. This quorum can be overruled by a majority vote of Council members.
Time for some regulation.

I think 3 Days should be enough for Most of the Active Members to see this.

But it allows for it to take longer if the quorum wasn't reached.

I think a larger percent, maybe closer to 15%, might help. Not much, but it will make a difference in statistics. Perhaps higher, as for 10% to have that sort of influence is a bit ridiculous, to be frank.

Most nations are inactive though.

That doesn't change the fact that the minority are deciding for the majority.

If the majority was active, we wouldn't have this issue.

We can't even make quorum with only 4 votes.

I agree with this proposal because it is a very fair one. I applaud those who worked on this proposal!
